The Capital Projects Infrastructure Horizontal Division drives the development and expansion of Harris County's infrastructure, including roads, bridges, parks, trails and more. The team includes engineers, landscape architects, engineer-in-training, graduate engineers, computer-aided designers, project designers, construction managers, inspectors and Construction Materials Testing professionals working together to ensure the successful implementation of projects.
Their daily tasks involve coordinating and managing Precinct projects throughout their lifecycle, from engineering and design to construction and long-term maintenance. Through these efforts, CPI Horizontal delivers infrastructure projects that enhance transportation and multimodal infrastructure and foster the county’s economic expansion. They also provide valuable opportunities for young talent to gain experience and contribute to projects guided by seasoned professionals.
The leader of the division is Julia Bond, a seasoned professional engineer with over 22 years of experience in planning, designing, and overseeing construction projects across the United States from New York to California.
