Harris County Disaster Recovery Permit Hotline Open for Flood Victims

The Harris County Disaster Recovery Permit Hotline is open for residents in Unincorporated Harris County who have flood damage to their homes or businesses and need to repair or rebuild.

 HOTLINE #: 713-274-3880

To rebuild, you need a permit.  This is a FEMA requirement to ensure that flood insurance is available to residents of Harris County. Your insurance and/or FEMA will likely require seeing a copy of this permit in order to receive money back.

If you live outside the 100-year floodplain or if we were able to verify that your house’s slab is above the 100-year floodplain, you will receive a FREE permit to rebuild through the mail; it is being sent out tomorrow from our offices.

  • If you do not receive a permit in the mail by Friday, please call us to ensure that we know that you flooded.  We will be happy to mail one out to you.

If you live within the 100-year floodplain and we could not verify that your house’s slab is above the 100-year floodplain elevation, we will need to do a FREE house inspection prior to issuing a permit to rebuild.  The inspection should take less than half an hour.

  • Please call us to schedule!

All permits and inspections are FREE OF CHARGE as approved by

Harris County Commissioners Court.

If you are unsure of whether your house is in the floodplain or not, please call our Permits Agents at 713-274-3880 for assistance.
